The appropriate value of an outboard should fall between 002 and 004.
This means that there is no resistance the unit is burned out. Place a probe from your meter onto the positive terminal and another probe on the opposite terminal to test the primary circuit. A coil can have a problem internally where it has an inductive kick back which can destroy an ignition module And still check good with all known tests. Each plug was the same pitch black.
