06 Impala Shift Solenoid. Three solenoids PCS TCC Shift can now be seen on the left and a single solenoid Shift on the right. A faulty shift solenoid can prevent fluid pressure from activating the appropriate gear.
The solenoid you are referring to is in the transmission. Transmission wont shift gears. I have the same issue as you on my 2000 Impala 38.
